Who should use an individual submission?
Choose the individual route when you are filing a declaration for yourself rather than managing several passengers together. The official PNGDAC service provides both individual and group submission options.
Every person travelling to Papua New Guinea is now covered by the PNGDAC requirement, including PNG citizens, permanent residents and foreign nationals. Treat the declaration as part of your own pre-flight document check rather than a tourist-only formality.
When can you submit?
ICA guidance allows submission up to 72 hours before arrival. A 2026 ICA directive also requires travellers to complete PNGDAC before airlines issue their boarding passes. The practical approach is to finish it during that pre-arrival window and not leave it until landing.
What to have beside you before starting
- Your current passport and the exact personal details printed in it.
- Your confirmed inbound flight or other requested arrival information.
- Your intended address or accommodation details in Papua New Guinea.
- Your visa or entry-permit information where relevant.
- Accurate details about goods, currency or valuables that may need declaration.
- An email address you can access while travelling.
Follow the fields and instructions shown by the live PNGDAC system. Portal screens can change, so old screenshots and third-party form layouts should not be treated as the final specification.
Individual PNGDAC: submission walkthrough
Open the official PNGDAC service
Start from the PNG Immigration and Citizenship Services Authority’s Digital Arrival Card service and choose Individual submission. The government service is free.
Enter your identity carefully
Complete the personal and passport fields requested on screen. Compare the passport number, nationality, date of birth, name spelling and expiry information against the passport itself.
If the portal provides passport scanning or automated extraction, inspect every populated field before continuing.
Add your journey details
Provide the arrival information requested by the form and keep it aligned with your actual booking. If the itinerary changes later, use the official PNGDAC update function to correct the submitted information.
Give a usable PNG address
Enter the local contact or accommodation details requested. Use genuine first-stay information, such as your hotel, lodge, private host or other applicable address.
Complete the declarations
Read each customs, biosecurity, health and border question carefully. Food, plant or animal products and other controlled items may require declaration.
PNG Customs currently requires reporting when covered currency or valuables meet the applicable PGK 20,000 threshold. Check the current Customs rules for what is included in the combined value.
Review before submitting
A transposed passport digit, incorrect arrival date or misspelled name can create avoidable questions. Confirm the declaration only after checking the review screen against your travel documents.
Save your confirmation
After successful submission, retain the PNGDAC document or confirmation supplied by the system. ICA guidance says PNGDAC documents can be received by email or downloaded. Keep an offline copy; a printed backup is also useful.
Do not misread the 72-hour rule
The submission window is tied to arrival in Papua New Guinea. ICA describes PNGDAC as available up to 72 hours before entry, while its current airline directive requires completion before boarding-pass issuance. Complete it before departure.
If your flight, hotel or personal details change
The official system includes an Update PNGDAC function. ICA says travellers can amend submitted information such as flight details, travel dates, accommodation or personal information, with the most recent information used for official processing.
Correct known errors rather than travelling with information you already know is inaccurate.
What happens at check-in and on arrival?
Under ICA’s August 2026 directive, PNGDAC is a mandatory pre-arrival requirement and airlines are instructed to ensure it is completed before a boarding pass is issued. Keep the confirmation readily accessible at check-in.
On arrival, be ready to present your passport and PNGDAC confirmation to the relevant PNG officer. The card does not remove normal immigration, visa, customs or biosecurity checks.

Your flight changes
Use the official update function when applicable rather than knowingly presenting an outdated itinerary.
Assuming PNGDAC replaces a visa
It does not. Visa eligibility and PNGDAC are separate parts of the border process.
Paying for the “official card”
The official government PNGDAC submission is free. Third-party assistance is a separate service.
PNGDAC and the PGK 20,000 Customs threshold
PNG Customs currently states that travellers moving covered currency, monetary instruments, precious metals, precious stones or other covered valuables with a combined value meeting the PGK 20,000 reporting threshold must make the required declaration. This is worth checking against current Customs guidance immediately before travel.
