The Immigration and Citizenship Services Authority (ICSA) issued a mandatory pre-arrival directive covering Papua New Guinea citizens, permanent residents and all foreign nationals. The directive also tells international airlines, ground handlers and check-in personnel that the Digital Arrival Card must be completed before boarding-pass issuance.
For a returning resident, this means the PNGDAC belongs on the pre-flight checklist alongside the passport and evidence of current permanent residence status. It should not be treated as a visitor-only form.

Use your real PNG address
Where the live form asks for an address in Papua New Guinea, provide the residential or destination information that truthfully applies to your return. A resident should not invent hotel details.
Review every declaration
Food, plants, seeds, animal products, commercial goods and other controlled items may need to be declared. If you are uncertain whether an item falls within a declaration category, disclose it for assessment.
Save the confirmation offline
Keep the confirmation accessible without airport Wi-Fi. A screenshot or saved copy is useful, and a printed backup can help if your phone is unavailable or has a flat battery.

Customs and biosecurity
Returning home does not exempt your baggage
Permanent residents remain subject to passenger customs and quarantine controls. New purchases, gifts, food, plant material, seeds, wooden articles, animal products and goods intended for business or resale can require declaration, inspection or additional import formalities.
Traveller concessions
PNG Customs publishes current concessions for qualifying passenger goods, with separate allowances for alcohol and tobacco. Because published figures can be amended, check the current Customs concession guidance shortly before departure rather than hard-coding an old allowance into your travel plans.
Biosecurity questions
Food, plants, soil, animal products and biological materials can be subject to quarantine controls. Answer the Digital Arrival Card truthfully and let the relevant border authority decide whether inspection or treatment is needed.
PNG Customs states that goods imported for sale or commercial purposes are not covered by ordinary traveller concessions and must follow the applicable commercial import process.

Do not treat an old PNGDAC confirmation as a reusable resident travel document. Your flight, arrival and goods information can change from one trip to the next, so complete the arrival declaration for the particular journey into PNG.
Permanent residents also have a distinct position under ICA's published re-entry policy: Permanent Resident Entry Permit holders are excluded from the general policy applying to other existing entry-permit holders who remain outside PNG for six months or more. This does not remove the need to keep your passport and permanent residence documentation valid and consistent.
