Two documents, two different jobs
It is easy to confuse the two because both can appear in the same pre-flight checklist. They are not alternative versions of the same permission. A PNG visa or entry permit determines whether a foreign traveller is authorized for a particular visit. The PNGDAC is a passenger declaration used within PNG's e-Border process.

Who actually needs both?
A foreign visitor who must obtain an advance PNG visa will normally need the approved entry permission and a completed PNGDAC before travelling. A foreign national eligible for a border/arrival visa still needs the PNGDAC; the arrival card does not itself establish visa-on-arrival eligibility. PNG citizens and permanent residents are covered by the PNGDAC mandate but do not use a visitor visa merely because they are completing the card.

What happens if you have a PNGDAC but no required visa?
