Airside transit or entry into PNG?
PNGDAC normally not required
This is the straightforward transit case: you remain a transit passenger and do not enter Papua New Guinea.
- You remain within the international transit process.
- You do not clear PNG immigration.
- You do not leave the airport to stay at a hotel.
The official FAQ expressly says transit travellers do not need PNGDAC when they are not entering PNG.
PNGDAC required when you enter PNG
If the connection requires immigration clearance, you are entering Papua New Guinea for border-processing purposes.
- You must leave transit and clear immigration.
- You leave the terminal for an overnight stay.
- Your baggage or ticketing arrangement forces landside processing.
- A technical or operational stop requires passengers to enter PNG.
Why separate tickets and checked baggage matter
A single booking reference is useful, but it does not by itself decide whether PNGDAC is required. Ask the operating airline whether your baggage will be checked through and whether you can make the connection without passing immigration.
With separate tickets, confirm whether the second carrier can accept a through-checked bag. If you must collect luggage and that requires immigration clearance, do not treat the stop as a sterile transit.
The separate 7-hour transit visa rule
The seven-hour rule should not be read as automatic permission to leave the airport. Entry still depends on your passport, visa status and the actual transfer procedure. Check your route before relying on a landside connection.

If you must enter PNG, prepare the PNGDAC correctly
The official PNGDAC FAQ says the form requests passport details, flight number and arrival date, a PNG address, travel purpose, health information, goods/prohibited-item declarations and an email address. It should be submitted within 72 hours before arrival, including the arrival date.
- Confirm the airport process. Establish whether immigration clearance is actually required.
- Check entry permission. PNGDAC does not grant transit or visitor status.
- Use the real flight details. Enter the inbound flight and expected arrival information shown on your itinerary.
- Give accurate stay information. If you are staying overnight, enter the accommodation information requested by the live form rather than inventing an airport address.
- Keep the confirmation. ICA says it does not have to be printed. Download it to your phone or another device; a paper copy can be useful as backup.
If flight, travel-date or accommodation details change, ICA provides an update function. Some identity fields cannot be edited; where required, submit a new form. The system uses the most recent valid submission.
Technical landings: read the official FAQ carefully
The PNGDAC FAQ contains two points that work together. It says technical landings or transit flights require PNGDAC for people entering Papua New Guinea, while another answer says transit travellers do not need PNGDAC. The practical dividing line is border entry. If passengers remain in transit, the transit exemption applies; if an operational stop requires immigration clearance, prepare for PNG entry.
Pre-departure enforcement in 2026
ICA's August 2026 notice requires people travelling into Papua New Guinea to complete PNGDAC before boarding-pass issuance. This makes advance completion especially important when your connection requires entry. The notice should be read alongside ICA's specific transit FAQ, which exempts transit travellers who are not entering PNG.
Transit checklist before you fly
- Check whether the flights are on one itinerary or separate tickets.
- Ask whether checked baggage is tagged to the final destination.
- Confirm whether you remain airside at Jacksons International Airport.
- Compare the connection time with ICA's transit visa guidance.
- If entering PNG, verify the visa requirement for your passport.
- If entering PNG, submit PNGDAC in the permitted pre-arrival window and save the confirmation.
- Recheck the plan after any airline schedule, hotel or routing change.
