Arriving in Papua New Guinea with PNGDAC
The PNG Digital Arrival Card (PNGDAC) is now part of your journey before you reach Papua New Guinea. Since the official 6 August 2026 directive, airlines and check-in staff have been instructed to ensure the card is completed before issuing a boarding pass.

What happens at your departure airport
Receive confirmation by email
After submission, PNGDAC sends the confirmation to the email address used in the form. Save it locally on your phone so you are not dependent on airport Wi-Fi.
Check in with your airline
ICSA's August 2026 notice tells international airlines, ground handlers and check-in personnel that the card must be completed before a boarding pass is issued.
The safest approach is to have the confirmation email open or saved offline. Printing a backup is sensible, but ICA's public guidance does not say that only a paper confirmation is valid.

It is an arrival declaration—not a visa
Passenger information
Passport details, flight number, expected arrival date and address in Papua New Guinea.
Travel and health information
The form includes travel-purpose and health-declaration information used in the border process.
Goods declarations
The form also captures declarations relating to goods and prohibited or controlled items.
PNGDAC does not replace a Papua New Guinea visa, Entry Permit, passport or any required health certificate.
If details change
Check your submission before travelling
If your flight number, arrival date, accommodation or other travel details change after submission, review the live PNGDAC system before check-in.
Do not assume every field can always be edited indefinitely after submission. If the system does not permit the required change, follow the instructions shown by PNGDAC or make a new submission if directed.

What to expect after landing
Proceed to immigration
Follow airport signage to the appropriate immigration processing area. Present your passport and the visa or entry permission that applies to your nationality and purpose of travel.
PNGDAC verification
ICA's current PNGDAC page tells travellers to present their confirmation together with their passport to an officer on arrival.
Immigration decision
The border officer processes your arrival under the relevant visa or permit. The PNGDAC itself does not determine your immigration status.
Collect baggage
After immigration, collect checked luggage and keep any declared goods or supporting documents accessible.
Customs and quarantine
Your digital declaration supports Customs and border processing, but officers can still question, inspect or refer baggage and declared items.
Exit to arrivals
Once cleared, continue into the public arrivals area for your onward transfer, hotel shuttle or connecting travel.

Do not plan your trip around an arrival-kiosk fallback
Older guidance
ICA's PNGDAC launch page says self-service kiosks are available at Jacksons International Airport for travellers who did not complete the form online.
Newer airline directive
The later 6 August 2026 notice requires completion before a boarding pass is issued, making pre-departure submission the operative travel practice.
Best approach
Complete PNGDAC before travelling. Treat kiosks as contingency infrastructure, not as a normal alternative to pre-flight compliance.
Customs and biosecurity
Your declaration does not eliminate inspection
PNGDAC captures declaration information concerning goods and prohibited items, but Customs and biosecurity officers still retain authority to inspect baggage and ask questions.
Declare food, plant, animal and other controlled items when required. If you are unsure whether an item should be declared, declaring it is safer than omitting it.
Currency and valuables reporting is a separate Customs matter. PNG Customs currently requires a Cross-Border Movement of Currency and Valuables report at a combined covered value of K20,000 or more.

One group submission can include up to 10 entries

The official FAQ says a family PNGDAC submission can contain up to 10 entries.
Children are travellers too
The mandatory PNGDAC directive applies to all persons travelling to PNG, including children and infants.
Keep the family record accessible
Store the confirmation where the accompanying adult can retrieve it quickly during airline and border processing.

A new entry means a new PNGDAC
One expected arrival
The official FAQ states that PNGDAC is valid from submission until the expected arrival and is for one-time use.
Side trip
If you leave PNG and later return, prepare a new PNGDAC for the new expected arrival.
Changed itinerary
If the expected arrival changes materially, follow the live portal guidance and make a fresh submission where necessary.
Transit passengers
Do not rely on a blanket “transit exemption”
The official PNGDAC FAQ asks whether technical landings or transit flights need to register and answers that PNGDAC submission is required for persons entering Papua New Guinea.
That wording does not support a simple universal statement that every airside transit is exempt. Transit arrangements can differ depending on whether you remain airside, pass immigration, reclaim baggage or technically enter PNG.
For a pure international connection, confirm the requirement with the operating airline and the current ICA/PNGDAC guidance for that itinerary before departure.
