This page tracks Papua New Guinea immigration, visa and border-process changes that can affect real travel plans. The most important current update is the August 2026 PNG Digital Arrival Card directive, which moves completion firmly into the pre-departure check-in process.
PNGDAC must be completed before a boarding pass is issued
The Papua New Guinea Immigration and Citizenship Services Authority (ICSA) issued a formal notice to international airlines, ground handling agents and check-in personnel stating that the PNG Digital Arrival Card (PNGDAC) is a mandatory pre-arrival requirement for everyone travelling to PNG.
The notice expressly covers PNG citizens, permanent residents and foreign nationals. It states that travellers must complete the card before the issuance of their boarding passes.
Practical effect: do not rely on completing the PNGDAC after landing. For current travel, complete it online before airport check-in and keep the confirmation accessible.
An older ICA traveller guide still mentions self-registration kiosks on arrival at Jacksons International Airport. The later 6 August 2026 directive is the more relevant instruction for pre-flight compliance because it is addressed directly to airline and check-in staff.
The PNGDAC remains free of charge and is separate from a visa or entry permit.

Visa on Arrival remains available to the official eligible list
The current ICA Visa on Arrival page lists eligible countries and territories including Canada, Fiji, Indonesia, Japan, Singapore, Solomon Islands, the United Kingdom and Vanuatu, alongside a number of Pacific territories and special passport categories.
The official page also makes an important distinction for China: access is limited to Diplomatic, Official and Service passports. The United Arab Emirates is listed for Diplomatic, Special, Mission and Ordinary passports.
Explicit exclusions: the official ICA page states that mainland New Zealand, mainland France and the United States of America are not eligible for Visa on Arrival.
Rather than describing this as a brand-new 2026 reopening, it is more accurate to say that the VoA framework remains active and the eligibility list is currently published by ICA. Major reopening announcements date back to 2023.

Sponsor Portal awareness rollout continued in the New Guinea Islands region
ICSA invited business houses and clients in the New Guinea Islands region to a Sponsor Portal Awareness Workshop in Kokopo on 26 June 2026.
The portal itself is not new: earlier public notices explain that the online Sponsor Portal merges work permit and Working Resident Visa processes into a unified application workflow.
ICA also records that new general work-permit employment applications moved away from email and counter lodgement to Sponsor Portal submission from 19 November 2024.

Employment compliance
Special employment-document requirements remain in place for Filipino nationals
ICA continues to display a public notice titled “Mandatory Employment Visa Requirements for Filipino Nationals”. The notice is aimed at PNG sponsors and employers intending to employ Filipino nationals and requires specified employment-visa documentation to be completed and validated through the relevant process.
This should be described as an employment sponsorship compliance requirement, not a general tourist-entry restriction on Philippine passport holders.

PNG is preparing for ePassports, but the rollout should still be treated as planned
ICSA has introduced a Passport Status Online Tracker and a Speed Identity Capture system for electronically capturing passport photographs and signatures.
The identity-capture tool was rolled out at the passport office in Port Moresby and the Momase regional office in Lae as part of the transition from conventional machine-readable passports toward an electronic passport (ePassport).
ICSA has said it aims to introduce the ePassport toward the end of 2026, but that target remains subject to international standards, compliance, regulatory requirements and funding.
The modernization program follows passage of the Passport Bill 2025, intended to provide an updated legal basis for passports, identity management and modern travel-document security.

ICA introduced PNGDAC as the digital replacement for the traditional incoming passenger card. Early traveller guidance still provided an arrival-kiosk fallback at Jacksons International Airport.

The Office of the Chief Migration Officer instructed airlines and check-in staff that travellers must complete PNGDAC before boarding-pass issuance.

The online Sponsor Portal requires business information, principal sponsor details and supporting company documents such as TIN, company extract and IPA certification.
Employment applications
ICA's system-enhancement notices direct new general work-permit employment applications into the Sponsor Portal rather than legacy email and counter channels.
Regional workshops
The June 2026 Kokopo workshop shows that ICSA is still investing in user adoption and employer training, not just the technology itself.

Passport modernization
What the ePassport transition does—and does not mean today
PNG's passport modernization is important for citizens applying for Papua New Guinean travel documents, but it does not mean every existing machine-readable passport is suddenly invalid.
The current ICA passport pages continue to explain the existing passport application process, while modernization work proceeds toward an ePassport target.
For news writing, use phrases such as “planned,” “targeted,” “transitioning” and “subject to readiness” rather than claiming a completed nationwide ePassport launch until ICA announces it formally.

Is PNGDAC mandatory before departure?
Yes. The official 6 August 2026 notice instructs airlines and check-in staff that all travellers must complete it before a boarding pass is issued.
Does PNGDAC replace a visa?
No. ICA explicitly states that the PNGDAC is not a visa. You still need the correct visa or entry permission for your passport and purpose of travel.
Can US citizens get Visa on Arrival?
The current ICA Visa on Arrival page explicitly says the United States of America is not eligible for VoA.
Can mainland New Zealand passport holders get Visa on Arrival?
No. ICA explicitly excludes mainland New Zealand. Cook Islands, Niue and Tokelau appear separately under New Zealand passport-holding countries and territories.
Is China fully eligible for Visa on Arrival?
No. The current ICA page limits China's VoA access to Diplomatic, Official and Service passports.
Has PNG already launched the ePassport?
