PNGDAC Boarding Requirements

The Papua New Guinea Digital Arrival Card (PNGDAC) is now an explicit pre-boarding requirement. An official ICSA notice dated 6 August 2026 instructs international airlines, ground handlers and check-in staff that travellers must complete PNGDAC before a boarding pass is issued.

The official 2026 directive

Completion is required before boarding-pass issuance

The Office of the Chief Migration Officer has instructed international airlines, ground handling agents and check-in personnel that PNGDAC is mandatory for all persons travelling to Papua New Guinea.

The notice specifically covers:

  • Papua New Guinea citizens
  • Permanent residents
  • All foreign nationals

The key operational rule is that travellers must complete their Digital Arrival Card before the issuance of their boarding passes.

What this means for flights

Count the window against your scheduled PNG arrival time, not simply 72 hours before your first flight departs.

If your itinerary crosses several time zones or includes an overnight connection, use the expected arrival date/time in Papua New Guinea when deciding when the submission window opens.

ICA's current public guidance consistently refers to a PNGDAC confirmation sent by email and a downloadable PNGDAC document.

Because the published FAQ does not make a QR code the sole or universal proof format, the safest wording is to keep the official confirmation generated by the live PNGDAC system.

The official PNGDAC website supports group submissions for families, travel agencies and other groups.

Maximum group size

The current online guide says a group submission can include up to 10 entries.

Each traveller still has data

Group submission simplifies the workflow, but the required passport, travel, health and declaration information still has to be entered for each person.

The official FAQ says PNGDAC is required for all persons entering Papua New Guinea.

The current PNGDAC FAQ explicitly says technical landings or transit flights need registration when the traveller is entering PNG.

I could not verify a broad published exemption stating that every traveller remaining in a sterile transit zone is automatically exempt. If you will not formally enter PNG, confirm the rule with your airline and ICA.

If you reach the airport without PNGDAC

Complete it immediately, but do not rely on the airport to rescue the itinerary

The 2026 airline notice makes pre-boarding completion mandatory. If you arrive at check-in without having submitted the form, expect the airline to require completion before it can continue normal check-in.

The official PNGDAC can be completed online using a laptop, tablet or mobile phone. Whether an airline provides Wi-Fi, assistance or extra time is an operational matter for that airport and carrier—not an entitlement created by PNG immigration rules.

PNGDAC is not a visa

Boarding-card compliance does not replace immigration permission

Visa requirement

If your passport requires an advance PNG visa or entry permit, you still need it even after PNGDAC is completed.

Visa on Arrival

Travellers eligible for the official Visa on Arrival route still need PNGDAC because the arrival card and visa are separate border processes.

Passport validity

Completing PNGDAC does not fix an invalid or insufficiently valid passport.

The service is free

Use the official PNGDAC portal

ICA states that PNGDAC is free of charge. It was introduced to replace the traditional paper-based incoming passenger card and form part of PNG's e-Border process.

Be cautious with third-party websites that charge a processing fee simply to submit the arrival card on your behalf.
