Foreign nationals flying into Papua New Guinea must treat the PNG Digital Arrival Card (PNGDAC) as a separate border step from their visa. The card records passenger, trip, health and goods-declaration information and—under the current August 2026 airline directive—must be completed before a boarding pass is issued.
Visa versus arrival card
Your nationality, passport type and travel purpose determine whether you need an advance visa, qualify for Visa on Arrival, or fall under another approved entry route.
A valid PNGDAC does not correct a missing or invalid visa. Foreign travellers should settle the immigration route first, then complete PNGDAC for the actual journey.
The PNGDAC records your passport details, flight, PNG address, travel purpose, health information and Customs-related declarations for the specific arrival.
The official FAQ expressly states that the PNGDAC is not a visa and that it must be submitted again each time you enter PNG.
Pre-departure enforcement
The ICSA notice applies to PNG citizens, permanent residents and all foreign nationals travelling into Papua New Guinea.
The notice instructs airlines and check-in personnel that PNGDAC must be completed before issuance of the boarding pass.
Older PNGDAC guidance still mentions self-service kiosks on arrival. For current planning, foreign travellers should follow the later 6 August 2026 pre-boarding directive and complete the card before airport check-in.
Submission timing
The current PNGDAC FAQ says the card should be submitted within 72 hours before arriving in Papua New Guinea, including the date of arrival.
A PNGDAC is valid for the expected arrival shown in that submission. If you leave PNG and later return, complete a new card for the new entry.
The official system says it does not send pre-flight reminders. Put the PNGDAC task into your own departure checklist.
Online submission
Enter the information exactly as it appears in your passport and recheck any data read from the MRZ.
Provide the flight number, expected arrival date, travel purpose and your address or accommodation in PNG.
Answer the Goods and Prohibited Items questions. The official manual says that if you are unsure, declare “YES.”
The system may ask for additional health information depending on recent travel, boarding point, nationality or flight.
Enter the email address that will receive your PNGDAC, then confirm the submission using the emailed six-digit OTP.
Download the PNGDAC document or retrieve it from the confirmation email and keep it available through arrival processing.
Do not add an invented visa-subclass rule: the current PNGDAC manual confirms a travel-purpose field but does not state that every foreign traveller must choose an approved visa subclass from a mandatory field. Your purpose should nevertheless be truthful and consistent with the immigration permission you actually hold.
Transit passengers
The official FAQ says transit travellers do not need PNGDAC when they are not entering Papua New Guinea.
If your itinerary requires you to pass immigration, enter the country, leave the terminal, or otherwise be formally admitted, complete PNGDAC.
If baggage collection forces you through immigration and Customs before re-checking, treat the itinerary as an entry into PNG and prepare the arrival card.
The official FAQ also contains a broader technical-landing answer that can appear inconsistent with its dedicated transit answer. For an unusual technical stop or airline-controlled transit, confirm directly with the operating airline before departure.
Customs and biosecurity
PNG Customs guidance requires travellers to declare food, plant and animal items. If you are unsure whether an item creates a biosecurity concern, declaration is safer than omission.
Remove mud, soil, seeds and plant fragments from hiking boots, camping equipment and sporting gear before departure. Contaminated items may be inspected, treated or otherwise controlled.
PNG Customs says commercial goods are not eligible for ordinary traveller concessions and need separate import clearance.
Currency and valuables
PNG Customs requires a Cross-Border Movement of Currency and Valuables (CMCV) report where currency or covered valuables have a combined value of K20,000 or more.
This can include cash, monetary instruments, precious metals and precious stones. It is a reporting requirement and should not be described simply as a K20,000 ban.
If your declarations trigger additional Customs processing, follow the officer's instructions on arrival.
Updating a submission
The official update function can amend details such as flight information, travel dates, accommodation and other changeable fields before presenting to immigration.
The current manual says certain core identity fields cannot be changed in the update function. If a locked identity field is wrong, submit a new PNGDAC.
The FAQ states that where multiple submissions exist for the same individual, the system considers the most recent valid submission.
Flight or hotel changed?
If your airline changes the flight, your arrival date moves, or your accommodation changes, use the official Update PNGDAC function before presenting to immigration.
The update workflow requires your PNGDAC number, date of birth, nationality/citizenship and the OTP sent to your email.
The official manual says the PNGDAC can be updated prior to presenting to immigration on arrival.
Confirmation
The official FAQ says you do not have to print the confirmation. Download it from the system or your email onto your phone or another device.
Keep an offline copy so a weak airport connection does not prevent you from displaying the document when requested.
ICA says a printed copy is a useful backup if you will not have a device with you, but it is not mandatory under the PNGDAC FAQ.
At immigration
Immigration still assesses your identity and entry authority through your passport and relevant visa or other permission.
ICA's PNGDAC guidance tells travellers to present the confirmation with the passport for verification on arrival.
Submission of PNGDAC does not guarantee entry. Immigration and other border authorities retain their normal decision-making powers.
PNGDAC FAQ for foreign travellers
No. It is an arrival declaration. You still need the visa or other entry permission required for your passport and purpose.
