Why PNG citizens still complete an arrival card
The PNGDAC replaced the traditional paper-based incoming passenger declaration with an electronic process. It records identity, journey and border-declaration information before arrival. The current mandatory direction expressly includes Papua New Guinea citizens, as well as permanent residents and foreign nationals.
A citizen returning on a PNG passport should therefore separate two ideas: the PNGDAC is a required arrival declaration, while a visa is permission used by eligible non-citizens to enter. Completing the card does not turn a returning citizen into a visa applicant.
Prepare these details before you start
- Your valid Papua New Guinea passport and bio-data details.
- International flight number, routing and expected arrival date.
- Your home, family or other destination address in PNG.
- An email address you can access while travelling.
- Accurate information for Customs, quarantine and other declaration questions.

How to complete the PNGDAC as a returning citizen
Open the official service
Choose an individual or group online submission as appropriate.
Enter passport details
Copy names and passport number carefully. Check any automatically read information before continuing.
Record your status correctly
Answer citizenship or immigration-status questions exactly as the live form presents them. Do not invent a visa or permit number.
Complete declarations
Declare relevant goods honestly, particularly food, plants, seeds, animal material and commercial goods.
Review the journey
Check the flight number, arrival date, passport data and PNG destination before submission.
Save the confirmation
Keep an offline copy available for check-in and arrival. A paper backup is sensible when connectivity may be unreliable.
The 72-hour window and boarding-pass requirement
ICA describes online submission as available up to 72 hours before arrival. In August 2026, ICA issued a newer mandatory notice directing airlines and ground handlers to ensure that all travellers complete the PNGDAC before a boarding pass is issued.
Older ICA guidance mentions self-service kiosks at Jacksons International Airport. Returning citizens flying from overseas should not rely on an arrival kiosk as their normal plan because the newer instruction moves compliance to the pre-departure stage.
Customs and biosecurity when returning home
PNG citizenship does not exempt baggage from Customs rules. Returning residents should declare relevant goods truthfully and distinguish personal effects from goods being imported for sale or business use.

What to do on arrival
Keep your PNG passport and PNGDAC confirmation accessible. ICA's traveller guidance says the confirmation should be presented with the passport to the officer. After immigration, collect baggage and proceed through the applicable Customs and biosecurity controls.
A downloaded confirmation or screenshot is useful if mobile data fails. A printed backup can also help, but the official material reviewed for this page does not establish a universal rule requiring PNG citizens to carry a paper copy of the PNGDAC.
Families and mixed-status households
The PNGDAC system supports individual and group submission. Check each traveller's details separately. A non-citizen spouse or child may have different visa or residence requirements even when travelling with a PNG citizen, so do not treat one family member's citizenship as covering the whole party.
