PNG Onward Travel Requirements | Departure Evidence & Planning

Papua New Guinea visitor rules require you to be a genuine temporary visitor who intends to leave PNG at the end of the authorised stay. A confirmed onward or return itinerary is one of the clearest ways to demonstrate that intention, but the exact evidence requested can depend on your visa class and individual circumstances.

What ICA actually requires

The legal focus is genuine temporary stay and intention to leave

ICA's current Visitor Visa page says an applicant must show that they are a genuine tourist or visitor and intend to leave Papua New Guinea at the end of the stay. It also says applicants may be asked for evidence depending on their circumstances.

ICA's General FAQ is similarly careful: evidence of return travel may be requested in some circumstances as part of the visa application process.

At the same time, ICA's 2025 visa information booklet lists a confirmed onward/return travel itinerary among the documentary requirements for Easy Visitor Permits and several short-term business classes.

Air travel evidence

A confirmed booking is better than a temporary placeholder

Name match

The passenger name should correspond to the passport being used to enter PNG.

Travel date

The planned exit must fit within the stay authorised by your actual visa or Entry Permit.

Verifiable booking

A booking reference or e-ticket number makes the itinerary easier to confirm, even though ICA does not publish a universal PNR-only rule.

Destination eligibility

Onward travel only works if you can legally enter or transit the country shown on the ticket.

Temporary holds

A short-lived reservation that expires before travel may be poor evidence and can create problems if checked later.

Keep it offline

Save the itinerary to your phone and carry a printed copy if you want a backup against airport connectivity problems.

Stay-period alignment

Your outward date must match the permit you were actually granted

ICA's current Visitor Visa page says that, in most circumstances, a Visitor Visa is issued for a single-entry stay of 60 days from arrival. ICA's visa information booklet also describes Easy Visitor Permit classes with different stay periods.

Do not assume that every traveller automatically receives a fixed 30- or 60-day period. Use the conditions on your own approval or the permission granted at the border.

If your permit allows 60 days but your outward ticket is on Day 65, the itinerary does not support compliance. If you change the flight after entry, make sure the replacement still falls within your authorised stay.

Keep the cruise confirmation showing your name, vessel, departure port, voyage date and onward destination.

Private yacht

Carry vessel documents

A private-yacht plan is different from holding a commercial ticket. Carry vessel registration and the documents needed for immigration, Customs and port clearance.

Do not invent a document

No universal “shipmaster manifest” formula

ICA does not publish one blanket rule saying every maritime traveller must present a specifically worded, signed shipmaster manifest as their only acceptable onward evidence.

Overland departure

Wutung is an official PNG border point

PNG side: Wutung

ICA lists Wutung (Vanimo) as one of Papua New Guinea's designated international ports of entry.

Indonesia side: Skouw

Indonesia lists Skouw, Papua as an immigration land checkpoint and as an entry point for eligible e-VoA/VoA holders.

Your nationality still matters

You need the Indonesian visa, e-VoA, VoA, visa exemption or other permission that applies to your passport and travel purpose.

Do not publish the blanket statement that every traveller exiting at Wutung must already have a physical Indonesian visa. Indonesia currently permits eligible travellers to use VoA/e-VoA at Skouw, while other nationalities or purposes may require advance authorization.

Using an overland exit as onward evidence

Make the route credible and legally usable

If you plan to leave PNG by road through Vanimo and Wutung, keep enough detail to demonstrate that this is a genuine route rather than a vague intention.

  • Your intended departure date from PNG
  • Transport plan to Vanimo/Wutung
  • Accommodation or onward plans in Indonesia
  • Evidence of Indonesian entry permission where required
  • Any onward domestic or international ticket after Jayapura

Protect your international departure from internal flight disruption

Do not connect too tightly

PNG relies heavily on domestic aviation. Weather and operational disruption can affect travel from remote provinces to Port Moresby.

Consider a spare night

A night in Port Moresby before the international flight is a sensible risk-management choice, particularly after remote trekking, island travel or connections with limited frequency.

Two nights for higher-risk itineraries

A 24–48 hour buffer can be useful when returning from destinations with infrequent flights, but this is travel-planning advice—not an ICA immigration rule.

Leaving PNG may end your current visitor permission

Visitor Visa

ICA says the standard Visitor Visa is, in most circumstances, issued for a single-entry stay.

Weekend trips abroad

If you leave PNG on a single-entry permit, do not assume you can return using the same permission.

Re-entry planning

If the itinerary includes Australia, Solomon Islands or Indonesia and then a return to PNG, check whether you need a new visa or a visa class that permits re-entry.

The 6 August 2026 ICSA notice requires all travellers to complete PNGDAC before a boarding pass is issued.

Save your approval offline and carry a printed backup. ICA does not publish a blanket rule saying smartphone copies are universally unacceptable.

Your onward booking should lead somewhere you are actually permitted to enter or transit.

Make sure the outward journey is scheduled before your authorised stay expires.

Printed eVisa clarification

A paper copy is a useful backup, not a universally verified hard-copy-only rule

Travellers should keep their eVisa or Entry Permit approval readily available, ideally both offline on a device and as a printed backup.

However, I could not verify an ICA rule stating that Jacksons International Airport universally refuses every electronic approval shown on a smartphone. Your approval letter and airline instructions should take precedence.

Common departure-evidence questions

Is proof of onward or return travel required?

ICA requires visitor applicants to show genuine temporary-visitor intent and intention to leave PNG. Its current FAQ says return evidence may be requested in some circumstances, while its 2025 visa booklet lists a confirmed onward/return itinerary for several visitor and business classes.

Do I need a paid ticket with a PNR?

A confirmed, verifiable booking is strong evidence, but ICA does not publish a blanket statement that every traveller without a paid PNR is automatically barred from boarding.

Can I use a temporary 24-hour flight reservation?

An unpaid or expiring hold is weaker evidence because it may no longer represent a usable departure route when checked. A confirmed booking is safer.

Can I leave PNG through Wutung into Indonesia?

Yes. Wutung is a designated PNG international border point. On the Indonesian side, Skouw is an immigration checkpoint. You must meet Indonesia's visa or entry requirements for your nationality.

Do I always need an Indonesian visa before reaching Wutung?

No. Indonesia currently lists Skouw as a checkpoint for eligible VoA/e-VoA travellers. Other passports or purposes may require a visa or authorization in advance.

Can a cruise booking count as onward travel?

A confirmed cruise booking showing your name, vessel, port and departure date can provide credible departure evidence. Final acceptance depends on the circumstances and immigration checks.

Should I leave 48 hours in Port Moresby before flying home?

It is not an immigration requirement. A 24–48 hour buffer is sensible risk planning when arriving from a remote region with limited or disruption-prone domestic flights.

Can I leave PNG and return on the same tourist visa?

ICA says standard Visitor Visas are generally single entry. If you leave, check your visa conditions before attempting to return.

Use a confirmed itinerary where possible, schedule the departure inside your authorised stay, verify the next country's entry rules and leave enough time to recover from domestic travel disruption before your international exit.
