30-day, 60-day and Visa on Arrival passport routes

PNG eVisa Eligible Countries | Easy Visitor Permit Passport List

Papua New Guinea's Easy Visitor Permit is not a single worldwide tourist class. ICA publishes a 30-day Easy Visitor Permit passport list and a separate, broader 60-day Easy Visitor Permit passport list. The current Visa on Arrival list is different again. Your passport therefore determines not only whether you can apply online, but also which visitor stay period and border route may be available.

The most important distinction

60-day eVisa eligibility is not the same thing as Visa on Arrival eligibility

60-day eVisa

Broader online passport list

ICA's live Easy Visitor Permit 60 Day class includes passports such as the United States, France, Germany, Spain, Australia-linked regional peers, New Zealand and many others.

Visa on Arrival

Narrower border list

ICA's current VOA page lists a smaller group of countries, territories and passport-type categories.

Important example

U.S., France and New Zealand

Mainland U.S., France and New Zealand are listed for the 60-day eVisa route but are explicitly excluded from the current VOA route.

Do not use a “28-country dual-track” rule for this page: the live ICA 60-day eVisa list and the live VOA list are not identical.

What if my passport is not listed?

Do not assume every nationality can use the Easy Visitor Permit

The supplied draft says all global nationalities can apply for a pre-arranged entry permit online. ICA's eVisa portal does support many visa classes, but Easy Visitor Permit eligibility is passport-specific.

If your passport does not appear on the 30-day or 60-day Easy Visitor Permit list, use ICA's live visa search to identify the appropriate visitor or other Entry Permit class for your nationality and purpose.

Universal passport rule

Your passport should remain valid for at least six months from intended entry

Six-month validity

ICA's current FAQ states at least six months from the date you intend to enter PNG.

Use the correct passport

Eligibility follows the passport you will actually travel on.

Dual nationals

Do not mix one nationality's eligibility with another passport used at check-in and border control.

PNGDAC

The Digital Arrival Card is mandatory regardless of your visitor route

Who must complete it?

ICA's 6 August 2026 notice applies to PNG citizens, permanent residents and all foreign nationals.

Before boarding pass

The mandatory notice instructs airlines to ensure travellers complete PNGDAC before boarding-pass issuance.

Submission window

ICA's homepage says the card can be submitted online up to 72 hours before arrival.

Not a visa

PNGDAC does not replace an eVisa or Visa on Arrival requirement.

Free to submit

ICA's PNGDAC guidance states that the system is free of charge.

Keep confirmation

Carry the submission confirmation for immigration verification.

Return / onward travel

Return-ticket evidence is not a universal mandatory upload

ICA's current FAQ says that in some circumstances applicants may be asked to provide evidence of return travel as part of the visa application process.

Some specific classes expressly require return or onward evidence. Keep a coherent departure itinerary, but do not state that every Easy Visitor applicant is automatically refused without a paid ticket upload unless the live class requires it.

Eligibility misinformation to avoid

Claims that do not match the live ICA lists

Weak claim Better current wording
“The 28-country VOA list is the 60-day eVisa list.” False. The current 60-day eVisa passport list is broader than the VOA list.
“U.S. citizens are limited to the 30-day Easy Visitor Permit.” False. ICA's current 60-day class also lists the United States, although mainland U.S. is excluded from VOA.
“France and New Zealand are not eligible for 60-day visitor eVisas.” False. Both appear on ICA's current 60-day eVisa list; mainland France and mainland New Zealand are excluded only from VOA.
“Australia and India automatically use the 60-day route.” Incorrect. Both appear on the current 30-day list but not on ICA's current 60-day list.
“All nationalities can use the Easy Visitor eVisa.” Easy Visitor eligibility is passport-specific. Unlisted passports need to search the appropriate ICA visa class.
“Every traveller must complete PNGDAC within 72 hours before departure.” ICA's mandatory notice requires completion before boarding-pass issuance, and the homepage says it can be submitted up to 72 hours before arrival.
“Every Easy Visitor applicant must upload a paid return ticket.” ICA says return-travel evidence may be requested in some circumstances; class-specific rules control.
