Papua New Guinea Airports | International & Regional Arrival Guide

Air travel is central to moving around Papua New Guinea. Mountains, rainforest, rivers and limited road links make domestic aviation the practical connection between many provincial capitals. Jacksons International Airport (POM) in Port Moresby is the country's main scheduled international air gateway and its most important domestic transfer hub.

The national hub

Jacksons International Airport is where most overseas trips begin

Port Moresby's Jacksons International Airport (POM) is the logical starting point for most international visitors. Air Niugini's 2026 network connects Port Moresby with cities including Brisbane, Cairns, Sydney, Manila, Singapore, Hong Kong, Honiara, Nadi and Narita, alongside extensive domestic services.

The airport has separate international and domestic terminal functions. Connecting passengers arriving from overseas normally clear immigration, collect baggage and complete Customs formalities before continuing to the domestic side of their trip.

Before boarding for PNG

Entry preparation for air travellers

Visa

Check your passport's entry route

Do not assume every traveller must obtain an eVisa in advance. PNG currently operates Visa on Arrival for an official list of eligible nationalities and passport categories; other travellers need the appropriate visa before departure.

Check your likely visa route

PNGDAC

Complete it before your boarding pass

ICSA's 6 August 2026 directive instructs international airlines and check-in personnel that travellers must complete the PNG Digital Arrival Card before a boarding pass is issued.

Customs

Declare biosecurity-risk items

PNG Customs requires travellers to declare relevant food, plant and animal products. Clean mud and organic material from hiking or camping equipment before packing.

International-port terminology

A designated port of entry is not the same as a scheduled international airport

Jacksons International Airport

The country's principal scheduled international air gateway and the normal arrival point for overseas visitors.

Kagamuga Airport, Mount Hagen

ICA currently lists Kagamuga as a designated international port of entry. That designation does not mean regular international passenger flights operate every day.

Daru and Wutung

ICA also lists Daru and the Wutung border point at Vanimo among designated international ports of entry; Wutung is a land-border facility, not an airport.

ICA's APEC guidance separately names Jacksons, Tokua and Wutung for particular APEC Business Travel Card procedures. Entry-port eligibility can therefore depend on the travel document or immigration pathway being used.

International-to-domestic transfers

Do not build a Port Moresby connection around an arbitrary 2.5-hour rule

Immigration first

After an international arrival, allow time for passport processing and any document questions.

Collect checked baggage

Plan around baggage reclaim and Customs formalities before continuing domestically.

Change terminal function

Jacksons has separate international and domestic terminal areas linked on the airport site. Follow airport or airline directions rather than assuming an exact walking distance.

Recheck baggage

Your onward airline and ticket type determine where baggage is accepted and whether it has been through-tagged.

Protected vs self-transfer

A through-ticket can have airline-protected connection rules. Separate tickets leave more disruption risk with the traveller.

Build a realistic buffer

If missing the domestic flight would affect a trek, boat departure or remote lodge transfer, allow a larger margin or an overnight stop.

Domestic carriers

Air Niugini and PNG Air form the core scheduled network

Air Niugini provides the country's largest domestic and international network, while PNG Air is another major scheduled operator linking Port Moresby and provincial destinations.

Remote communities may also depend on smaller charter or mission-aviation operators. Those flights can use airstrips very different from NAC's larger regional airports.

Treat airline schedules as operational data: check them again shortly before travel, especially if your destination has only a few services per week.

Baggage

Domestic limits matter when your trip includes dive or trekking gear

Air Niugini

Check fare-class allowance

Standard domestic economy allowances can be lower than international allowances. Your ticket, status and route determine the final permitted weight.

PNG Air

Regional baggage can be restrictive

PNG Air also publishes specific checked-baggage limits. Recheck the airline's live baggage page before carrying heavy camera, diving or expedition equipment.

Small aircraft

Charter flights may be stricter again

Remote lodge aircraft and small charter services can impose much lower practical limits because weight and balance depend on aircraft size and runway conditions.

Weather and airport works

Regional schedules can change for operational reasons

Highlands weather

Cloud, rain and visibility can affect mountain airports. Give important connections room to recover from disruption.

Runway works

NAC has been carrying out major 2026 upgrade works at airports including Mount Hagen and Hoskins, with temporary runway restrictions affecting aircraft operations at certain stages.

Check notices close to travel

Consult your airline and NAC's current notices rather than assuming the aircraft or schedule shown months earlier will operate unchanged.

Airport transport

Pre-arranged pickup is the simplest first-arrival option

Port Moresby requires sensible transport planning. For first-time visitors, arranging a hotel or tour-company pickup before landing removes uncertainty over directions, fares and luggage.

It is too broad to say that every taxi or PMV is forbidden “under any circumstances.” The stronger advice is to use reputable, pre-arranged transport, particularly when arriving after dark, carrying valuable equipment or travelling with children.

Airport FAQ

Common Papua New Guinea flight questions

What is Papua New Guinea's main international airport?

Jacksons International Airport (POM) in Port Moresby is the principal scheduled international gateway and the main domestic connection hub.

Are there other designated international ports of entry?

Yes. ICA currently lists Jacksons International Airport, Daru, Wutung and Kagamuga Airport in Mount Hagen. This immigration designation should not be confused with a guarantee of scheduled international airline service.

Is Tokua Airport an international entry point?

ICA's APEC guidance permits qualifying APEC Business Travel Card arrivals through Tokua, but the general designated-port page uses a different list. Check the rule attached to your exact visa or travel document before planning an international arrival there.

Do I need PNGDAC at Jacksons?

Yes. PNGDAC is currently used for travellers entering PNG by air at Jacksons, and the August 2026 directive requires completion before boarding-pass issuance.

Should I allow 2.5 hours for an international-to-domestic connection?

Do not treat 2.5 hours as a universal rule. Connection requirements depend on the airline, ticket, baggage, immigration queues and domestic check-in cutoff. Allow more time when a missed flight would disrupt a remote itinerary.

Which airport serves Kimbe Bay?

Hoskins Airport (HKN) is the principal air gateway for Kimbe and West New Britain.

Which airport serves Rabaul and Kokopo?

Tokua Airport (RAB), near Kokopo, is the main passenger airport for East New Britain and access to Rabaul.

Which airport should I use for the Sepik River?

Most visitor expeditions begin with a flight to Wewak (WWK), followed by overland and river transport.

Build the flight plan around the geography

Choose your regional airport before locking the international ticket

Identify the final province, check the domestic schedule, confirm baggage limits and leave enough connection margin at Port Moresby. For remote trips, the airport is often only the first leg of a road, boat or lodge-transfer journey.
