PNGDAC Guide for Business Travellers

The Papua New Guinea Digital Arrival Card (PNGDAC) is mandatory for people travelling to PNG, including corporate visitors, project teams, consultants and employees. For business travel, the biggest advantage is operational: the official system supports group submissions of up to 10 travellers, unique PNGDAC numbers and online updates when schedules change.

What PNGDAC does

It is an arrival declaration—not a business visa

PNGDAC replaces the traditional paper incoming passenger card and collects personal, trip, declaration and health information before arrival.

For business travellers, it does not authorize meetings, employment, technical work or project activity. Your underlying immigration permission must still match what you will actually do in PNG.

Official distinction: the PNGDAC manual explicitly states that PNGDAC is not a visa.

The official PNGDAC website manual states that a group submission can include up to 10 entries. This suits small corporate delegations, technical teams, families and travel-agency submissions.

Unique numbers

Each traveller remains individually identifiable

Even when travellers are submitted together, each person receives a unique PNGDAC number.

Email handling

Group documents go to the submitted email

The portal manual says all submitted information is sent to the email address provided during group submission. It does not say each employee automatically receives a separate email.

Recommended corporate workflow

Use one controlled process from traveller list to final confirmation

1. Freeze the traveller list

Confirm names, passport numbers, nationality, dates and project role before creating the batch.

2. Validate immigration status

Check that each employee's visa or work-authorized status matches the planned activities.

3. Submit in batches of 10

For larger delegations, create multiple group submissions rather than exceeding the portal limit.

4. Save every PNGDAC number

Record the unique number against the corresponding employee in your internal travel sheet.

5. Distribute confirmations

Send each employee the PNGDAC document or reference relevant to them.

6. Recheck on travel day

Verify no flight, hotel or traveller details changed after submission.

Enter personal and passport information in English and verify it carefully before submitting.

Trip details

Prepare international flight, travel dates and entry information for every traveller.

Accommodation information

The workflow explicitly asks for trip and accommodation information. Use the actual hotel, corporate lodging or other place where the traveller will stay.

Occupation

Occupation is part of the information collected. Use a truthful description that matches the traveller's employment.

Goods declarations

Every traveller must answer the goods and prohibited-items questions. The official portal says that if unsure, declare “YES” and provide details.

Health declaration

Additional health questions may appear based on recent travel, nationality, flight or public-health rules configured in the system.

Travel purpose

Make the arrival declaration consistent with the actual immigration route

A corporate traveller should not describe a trip as tourism if the real purpose is meetings, negotiations, consulting, technical work or paid employment.

ICA distinguishes between ordinary Business, Business Short-Term Multiple Entry and employment-related routes. The multiple-entry business class is for permissible business activities and meetings that do not constitute labour or employment.

Update the existing PNGDAC when the itinerary changes

Flight changes

Use the official Update PNGDAC function when flight details change.

Travel dates

Amend changed dates instead of leaving outdated information in the record.

Accommodation

Update the hotel or other lodging when the corporate itinerary changes.

Personal information

ICA also allows corrections to personal data in a previously submitted record.

Latest version wins

The system records amendments and uses the most recent information for official processing.

Replace old copies

Make sure the travel desk and employee both hold the latest confirmation.

The official short guide says PNGDAC can be updated before presenting to Immigration. Make changes as soon as the revised itinerary is confirmed.

Timing

Use the 72-hour window, but remember the newer boarding rule

ICA and Air Niugini state that PNGDAC can be submitted up to 72 hours before arrival.

The later 6 August 2026 ICSA notice instructs international airlines and check-in personnel that all travellers must complete PNGDAC before a boarding pass is issued.

For corporate travel, complete the form after flight and accommodation details are stable but before airport check-in.

Technical equipment and commercial goods

Business baggage may create Customs obligations separate from PNGDAC

Personal laptop ≠ project shipment

Ordinary personal business equipment is different from importing commercial samples, specialist machinery or project equipment.

Temporary imports

PNG Customs has a formal temporary-import process for goods entering for a specific purpose and intended for re-export.

Plan early

Customs says temporary-import applications should be submitted 30 days before the goods arrive, with declaration and broker requirements where applicable.

Declaring equipment on PNGDAC does not replace formal Customs import procedures.

Corporate funds and valuables

K20,000 is the current reporting threshold

PNG Customs requires international travellers carrying covered currency or valuables worth K20,000 or more to complete a Cross-Border Movement of Currency and Valuables (CMCV) form.

This can matter to corporate travellers carrying project cash, negotiable instruments, precious metals or other covered valuables.

It is a declaration threshold, not simply a ban on carrying more than K20,000.

Use a second submission rather than trying to force additional travellers into the first group.

Can a travel manager submit PNGDAC for employees?

Yes. The official portal describes group submission as suitable for a group, travel agency or family submitting PNGDAC information on behalf of others.

How many employees can be included in one group?

Up to 10 entries can be included in one PNGDAC group submission.

Does each employee receive a separate PNGDAC number?

Yes. Each traveller in the group is assigned a unique PNGDAC number.

Does each employee automatically receive a separate email?

Can we change the hotel or flight after submission?

No. PNGDAC is not a visa. Business and employment activities still require the appropriate ICA immigration permission.

Can a business traveller bring technical equipment?

Yes, but project equipment, samples or commercial goods may trigger separate Customs import procedures. PNGDAC does not replace formal temporary-import requirements.

When must corporate travellers complete PNGDAC?

The system accepts submissions within the official pre-arrival window, and the 6 August 2026 directive requires completion before a boarding pass is issued.
