Papua New Guinea eVisa Eligible Countries

Papua New Guinea does not use one universal online visitor visa for every passport. ICA's live eVisa system currently separates eligible travellers into different visitor routes, including Easy Visitor Permit 30-day and 60-day classes. Some passports qualify for both, while others appear on only one list.

Do not reduce PNG eVisa eligibility to “VOA countries vs everyone else”

ICA's live eVisa class records show two separate Easy Visitor Permit lists. The 30-day class has its own passport list, and ICA marks some passports on that list with an asterisk indicating that those holders may also apply for the 60-day class.

The 60-day online list is broader than ICA's current Visa on Arrival list. This matters because a passport can be eligible for a 60-day eVisa even when it is not eligible to obtain a visa on arrival at the border.

Example: the current eVisa portal lists the United States, France and New Zealand for the 60-day Easy Visitor Permit, while ICA's separate Visa on Arrival page expressly says mainland United States, France and New Zealand are not eligible for VOA.

Easy Visitor Permit

30-day online route

ICA describes the Easy Visitor Permit (30 Day) as a visitor visa for holidays, sightseeing, social or recreational travel and visits to relatives and friends. It is single entry, valid for a 30-day stay from arrival, online-only and does not allow paid work.

Single entry

The 30-day Easy Visitor Permit is issued for one entry.

30-day stay

ICA states a period of 30 days from arrival in Papua New Guinea.

Online only

ICA lists the application location as online only.

No paid work

The class expressly prohibits paid work.

No extension

The live class record states that an extension of stay is not permitted.

Online lodgement fee

ICA currently states a US$50 online lodgement fee where applicable and no Migration Service Fee for the Visitor Permit itself.

French Polynesia, Guadeloupe, New Caledonia, Reunion, Saint Barthelemy, Saint Martin (French part), Saint Pierre and Miquelon, and Wallis.

New Zealand passport territories

Cook Islands, Niue and Tokelau.

US passport territories

ICA's live class record includes Guam, Northern Mariana Islands, Puerto Rico and US Virgin Islands in its territorial grouping.

Dutch passport territories

Aruba, Curaçao, Sint Maarten (Dutch part), Bonaire, Sint Eustatius and Saba.

eVisa vs Visa on Arrival

The two eligibility lists are not identical

ICA's current Visa on Arrival page is narrower than the live eVisa visitor lists. That means an online Easy Visitor Permit can be available even where the same passport cannot obtain a visa on arrival.

United States

Listed by the live eVisa portal for the 60-day Easy Visitor Permit, while mainland United States is expressly excluded from VOA.

France

France appears on the live 60-day eVisa list, while mainland France is expressly excluded from VOA.

New Zealand

New Zealand appears in the live eVisa visitor lists, while mainland New Zealand is expressly excluded from VOA.

Do not use the VOA list as the master eVisa eligibility list. The current ICA systems themselves show different eligibility scopes.

Visa on Arrival reference

VOA remains a separate border-entry facility

ICA currently lists Canada, Fiji, Indonesia, Japan, Singapore, United Kingdom, Israel and several Pacific states and territories for Visa on Arrival, with passport-type restrictions for some countries such as China and the United Arab Emirates.

This should be used only to answer the question “can I obtain permission on arrival?”—not “can I apply online?”

Business eVisa eligibility

Business routes have their own eligible-passport and purpose rules

Visitor eligibility should not be reused for corporate travel.

Single-entry business

Online class with its own passport list

ICA's live Short-Term Single-Entry Business class currently includes passports such as Australia, United States, India, France, Germany, Japan, New Zealand, Singapore and many others.

Multiple-entry business

Advance application only

The Short-Term Multiple-Entry Business class is available online and through specified advance channels, but ICA states it is not available on arrival.

Business eVisa eligibility is not proof of permission to work. ICA separates permissible business activity from labour or employment.

Is the portal open to every nationality?

Do not publish “all nationalities can use the same eVisa route”

ICA's online services are broad, but the live class records use specific eligible-passport lists and class rules. The correct approach is to select the visa class and passport nationality in the official system and confirm that the class is available for that traveller.

Some categories also use the Sponsor Portal, diplomatic missions, e-lodgement or paper forms rather than the ordinary public visitor eVisa flow.

Online service availability is class-specific. A passport appearing in one online class does not automatically make it eligible for every other PNG eVisa product.

Visitor eVisa fees

The current Easy Visitor class records separate the permit fee from the online lodgement fee

Migration Service Fee

ICA currently states that no Migration Service Fee is payable for the Easy Visitor Permit classes shown in the live portal.

Online lodgement

ICA currently states that applications lodged through the eVisa portal attract a US$50 online lodgement fee.

Final amount

ICA says the system provides the total payable before the applicant enters payment details.

Do not apply the US$50 visitor-online fee to every PNG visa class. Business, employment and specialist classes have their own Migration Service Fees and processing arrangements.

Universal passport rule

Your passport must still meet PNG entry requirements

ICA's current FAQ states that a passport should be valid for at least six months from the date the traveller intends to enter Papua New Guinea. Online eVisa eligibility does not override that requirement.

Use the same passport for the application and travel. If passport details change after approval, verify the correct ICA procedure before departure.

PNGDAC

Every traveller must complete the Digital Arrival Card before boarding-pass issuance

ICA's 6 August 2026 notice makes the PNG Digital Arrival Card mandatory for PNG citizens, permanent residents and all foreign nationals travelling to Papua New Guinea.

The notice directs airlines and check-in personnel to ensure the card has been completed before issuing a boarding pass.

PNGDAC is not the eVisa. It is a separate mandatory border requirement.

Avoid simplifying the live ICA eligibility model

Australia uses the same 60-day list as Europe. Australia currently appears on ICA's 30-day Easy Visitor list; use the live class rather than a regional assumption.
Every online visitor application costs a US$50 visa fee. ICA distinguishes the no-MSF Visitor Permit from the US$50 online lodgement fee.
eVisa eligibility means Visa on Arrival eligibility. ICA's online and VOA lists are different.
PNGDAC proves visa eligibility. PNGDAC is a separate mandatory border card and does not replace a visa.

Use the passport list published inside the current ICA eVisa class, then verify purpose, stay conditions, fees and whether the same passport is eligible for Visa on Arrival.
