Important correction:
Germany should not be published as “completely ineligible for Visa on Arrival.” ICA currently lists Germany under the 60-day Easy Visitor class, and ICA defines that class as the one for passports on the VOA schedule.

ICA states that an Entry Permit holder must enter Papua New Guinea within six months of the permit being issued.

The supplied draft treats a separate photo, three months of bank statements, a fixed €1,350–€1,800 balance, accommodation vouchers, a CMO cover letter, a fixed 10 MB limit and a mandatory paid return ticket as universal requirements. Current ICA public guidance reviewed for this page does not support presenting that entire package as compulsory for every German visitor application.

Enter identity details consistently with the German passport you will use for travel.
MRZ can explain transliteration
German umlauts and ß may appear differently in the machine-readable zone, but current public ICA guidance reviewed here does not say the MRZ must always override the visible passport name.
Check the issued permit
If the approval does not clearly correspond to your passport identity, contact ICA before travelling.
Return / onward travel
Keep an exit itinerary available, but do not call it a universal upload
ICA's general FAQ states that evidence of return travel may be requested in some circumstances.
It is sensible for German visitors to keep a confirmed return or onward itinerary available and ensure the departure fits the granted stay. Current general ICA guidance does not say every Easy Visitor application must automatically include a fully paid return-ticket upload.
Business travel from Germany
Corporate activity requires the appropriate PNG business visa
Meetings, negotiations and trade activity
ICA requires a business visa for qualifying short-term business activity rather than using a visitor permit.

ICA says a standard Business visa is, in most circumstances, issued for a single-entry stay of 30 days from arrival.
