Current PNG entry routes for Indonesian passport holders

Papua New Guinea Visa for Indonesian Citizens | Requirements

Indonesian citizens currently have several short-stay routes into Papua New Guinea. ICA lists Indonesia for Visa on Arrival for all passport types, and Indonesian passport holders can also use advance visitor eVisa routes through the official portal. For travellers crossing by land from Papua Province into Vanimo, Wutung is a designated PNG international port of entry, so the old claim that ordinary Indonesian passports can use VOA only at Jacksons International Airport is no longer accurate.

60-day visitorCommon visitor validity is up to 60 days.

Visitor options

Indonesian citizens can use VOA or arrange permission before travel

Visa on Arrival

Available for all Indonesian passport types

ICA's current Visa on Arrival page expressly lists Indonesia (all Passport types).

Advance Easy Visitor eVisa

Apply online before departure

Travellers who want documented approval before flying can use the relevant visitor class available through ICA's eVisa portal.

Visitor stay

Most visitor visas are issued for up to 60 days

ICA's current Visitor Visa guidance says that in most circumstances a Visitor visa is issued for a single-entry stay of sixty days from arrival.

Route comparison

Arrival processing vs. advance online application

Feature Visa on Arrival Advance Visitor eVisa
Indonesia passport eligibility Yes — all passport types Yes, subject to the selected ICA visitor class
Where permission is arranged At an eligible PNG entry point Before travel through ICA's eVisa portal
Typical visitor purpose Holiday, sightseeing, family/social visit Holiday, sightseeing, family/social visit
Paid local work Not permitted under visitor status Not permitted under visitor status
Stay period Subject to the permit issued at entry Visitor visas are commonly issued for up to 60 days
Best use case Eligible travellers comfortable with arrival processing Travellers who prefer approval before departure
Important: do not publish a blanket claim that ordinary Indonesian passports receive only 30 days while diplomatic passports receive 60 days. Current ICA public guidance instead lists Indonesia for VOA across all passport types and says visitor visas are generally issued for a single-entry stay of 60 days, subject to individual circumstances.

Indonesia–PNG land border

Wutung (Vanimo) is a designated international port of entry

Wutung is officially designated

ICA currently lists Wutung (Vanimo) as one of Papua New Guinea's designated international ports of entry.

Indonesia is VOA eligible

ICA's current VOA schedule includes Indonesian citizens using all passport types.

Old “Jacksons only” advice is outdated

ICA's current designated-port list means the claim that ordinary Indonesians can use VOA only at Port Moresby airport is too restrictive.

Verify border operating conditions

Land-border opening hours, transport conditions and operational processing can change independently of visa eligibility.

Carry the correct travel documents

Keep your passport, PNGDAC confirmation and supporting travel information readily accessible at the crossing.

Use advance approval if uncertain

If your itinerary is complex, arranging an Entry Permit before reaching the border can reduce uncertainty.

Entry Permit timing

Advance Entry Permits must be used within six months of issue

ICA states that the holder of an Entry Permit must enter Papua New Guinea within six months of the permit being issued.

If you fail to enter within that period, the permit becomes invalid and a fresh application is required. This six-month execution window is separate from the number of days you are actually permitted to remain in PNG after arrival.

Supporting documents

ICA may ask for evidence depending on your circumstances

ICA's Visitor Visa guidance says applicants must be genuine visitors who intend to leave Papua New Guinea at the end of their stay. Depending on individual circumstances, ICA may ask for evidence to support the application.

The draft treats three months of bank statements, a hotel voucher, a mandatory photo format, a CMO cover letter and a fixed 10 MB upload rule as compulsory for every Indonesian applicant. Current ICA public guidance reviewed for this page does not support presenting all of those items as universal visitor requirements.

Indonesian passport rules

At least six months of passport validity from intended PNG entry

Six-month validity

ICA's general FAQ says passports must be valid for at least six months from the date you intend to enter Papua New Guinea.

All Indonesian passport types

ICA's current VOA schedule lists Indonesia as eligible for all passport types.

No universal two-facing-page rule

The current general ICA guidance reviewed confirms passport validity but does not establish a blanket two-facing-blank-pages requirement for every visitor.

Advance online application

How an Indonesian traveller can pre-arrange a visitor permit

1. Choose the correct visitor class

Select the class that matches the purpose and length of your intended visit.

2. Use the official ICA portal

Create or access your eVisa profile and follow the live instructions for Indonesian passport holders.

3. Enter passport details accurately

Keep your identity data consistent with the passport you will use to enter PNG.

4. Upload only what the live class requests

Follow ICA's current upload fields rather than an outdated third-party checklist.

5. Review fees before paying

The portal displays applicable charges before payment; do not assume every visitor route uses an identical fee structure.

6. Verify the issued permit

Check your name, passport number, visitor class and stay period before travelling.

Return / onward travel

Keep an exit itinerary accessible

ICA may request return evidence

ICA's FAQ says applicants may be asked to provide evidence of return travel in some circumstances.

Plan departure within the visa stay

Your itinerary should show a credible plan to leave Papua New Guinea before your granted visitor stay expires.

A paid ticket is not a universal stated upload

Do not present a paid return ticket as automatically mandatory for every Indonesian visitor application unless the live application asks for it.

APEC Business Travel Card

Indonesian ABTC holders have a separate facilitated business-entry route

Participating economy

Indonesia participates in ABTC

Eligible Indonesian business travellers can use the APEC Business Travel Card framework when PNG pre-clearance applies.

Wutung accepted

ABTC can be used at Wutung

ICA specifically lists Wutung at the PNG–Indonesia border as a designated ABTC entry point, alongside Jacksons International Airport and Tokua.

Business only

Separate from local employment

ABTC facilitates legitimate business travel and does not replace a work visa for gainful local employment.

Short-term business visits

Use a business visa when your activities go beyond tourism

Business meetings

Corporate purpose matters

Meetings, commercial negotiations and business activity may require a business class rather than a visitor permit.

Supporting letter

Business evidence may be required

ICA's business guidance can require documentary evidence from PNG business associates explaining the purpose, duration and location of activity.

No local employment

Employment requires separate permission

Visitor and ordinary business permissions do not automatically authorize paid local employment.

Indonesian traveller pre-flight checklist

Complete the PNG border steps before departure

Choose the correct route

VOA, advance visitor eVisa, ABTC or a purpose-specific business/work class.

Six-month passport validity

Count at least six months forward from the intended PNG entry date.

PNGDAC

All travellers should complete the current PNG Digital Arrival Card requirement before boarding-pass issuance.

Land-border planning

If using Wutung, verify current crossing hours, transport availability and operational border conditions.

Travel evidence

Keep accommodation and return/onward information available in case it is requested.

Business documents if relevant

Carry ABTC or company-purpose evidence when entering for business activity.

Printed eVisa approval

If you pre-arrange an Entry Permit, a printed copy is sensible in case your phone fails, connectivity is unavailable or airline or border staff want to inspect the document.

The current public ICA guidance reviewed for this page does not establish a universal rule that an accessible digital approval must automatically be rejected.

Indonesia-specific misinformation to avoid

Claims that no longer match current ICA guidance

“Ordinary Indonesian passports only get 30 days”

Current ICA visitor guidance does not support that blanket rule.

“VOA is only available at Jacksons Airport”

Wutung is now listed as a designated PNG international port of entry.

“Diplomatic passports are the only Indonesian passports eligible for VOA”

Incorrect. ICA currently lists Indonesia for all passport types.

“Three months of bank statements are mandatory for every visitor”

Not a universal current ICA visitor requirement.

“Every visitor upload must be under 10 MB”

Follow the actual live portal specifications rather than applying a blanket rule.

“You must type names exactly as the MRZ transliteration”

Enter passport data accurately; current ICA public guidance reviewed here does not establish MRZ transliteration as an automatic override rule.
