For travellers crossing by land from Papua Province into Vanimo, Wutung is a designated PNG international port of entry, so the old claim that ordinary Indonesian passports can use VOA only at Jacksons International Airport is no longer accurate.

Important:
do not publish a blanket claim that ordinary Indonesian passports receive only 30 days while diplomatic passports receive 60 days. Current ICA public guidance instead lists Indonesia for VOA across all passport types and says visitor visas are generally issued for a single-entry stay of 60 days, subject to individual circumstances.

Entry Permit timing
Advance Entry Permits must be used within six months of issue
ICA states that the holder of an Entry Permit must enter Papua New Guinea within six months of the permit being issued.
If you fail to enter within that period, the permit becomes invalid and a fresh application is required. This six-month execution window is separate from the number of days you are actually permitted to remain in PNG after arrival.

The draft treats three months of bank statements, a hotel voucher, a mandatory photo format, a CMO cover letter and a fixed 10 MB upload rule as compulsory for every Indonesian applicant. Current ICA public guidance reviewed for this page does not support presenting all of those items as universal visitor requirements.
