Entry Permit timing
ICA states that an Entry Permit holder must enter Papua New Guinea within six months of the permit being issued.
The permit becomes invalid and another application is required.
The 30-day or 60-day visitor period is measured from your physical arrival in PNG.

Singapore passport rules
ICA's general FAQ states that passports must be valid for at least six months from the intended date of entry.

APEC Business Travel Card
