Papua New Guinea Transit Visa

The key transit question in Papua New Guinea is time. ICA's current visa information says passengers transiting for less than seven hours do not require a visa, while a transit waiting time of more than seven hours requires one. Your baggage arrangements, terminal change and whether you need to clear immigration also matter.

Official transit threshold

ICA still uses a seven-hour transit rule

ICA's current Visa Information Booklet states that passengers transiting through Papua New Guinea for less than seven hours do not require a visa. A transit waiting time of more than seven hours requires a visa. ICA recommends applying online for a visitor visa if the wait exceeds seven hours.

That rule is the starting point, not the only operational check. Airlines also need to know whether your baggage is checked through, whether you already hold the onward boarding pass, and whether your connection can be handled without entering Papua New Guinea.

Do not use the seven-hour rule to skip immigration when your itinerary actually requires entry. If you must clear immigration, collect baggage, stay overnight landside or connect onto a domestic PNG flight, plan for the entry requirements that apply to your passport and visa route.

Short international connection

Under seven hours is simplest when you remain in the international transit process

For a straightforward international-to-international connection under seven hours, the practical goal is to avoid needing to enter PNG at all.

Onward boarding pass

Ask the first airline whether it can issue the onward boarding pass before you depart for Papua New Guinea. This reduces reliance on a landside check-in process.

Through-checked baggage

Confirm whether the bag is tagged to the final international destination. A baggage-collection requirement can change the practical immigration process.

Stay within the transit route

Follow airline and airport transit instructions rather than leaving the international process unnecessarily.

Transit over seven hours

ICA says a visa is required when the waiting time exceeds seven hours

PNG does not need to be your final destination for a visa requirement to arise. ICA's current booklet specifically treats transit waits longer than seven hours as visa-required and recommends an online visitor visa.

Before applying, check whether your passport is eligible for the Easy Visitor Permit or another visitor route. Visa on Arrival is separate and is limited to passports and passport types on ICA's current VOA schedule.

If your itinerary can remain within the international transit process, baggage is checked through and the onward flight is inside the seven-hour threshold, ICA's no-transit-visa rule can apply.

International → Domestic

A domestic flight to Mount Hagen, Lae, Madang, Goroka, Kokopo, Alotau or another PNG airport is travel inside Papua New Guinea, not an airside international transit.

  • Proceed to the domestic departure process

Domestic onward travel

A domestic connection means you are entering Papua New Guinea

If your international flight lands in Port Moresby and your next sector is a PNG domestic flight, you need the immigration status required to enter the country. The seven-hour international-transit exemption is not a substitute for entry permission.

Border clearance first

International arrival formalities take place before you continue on a domestic itinerary.

Baggage may need re-checking

Confirm the airline's baggage process. Do not assume an international bag will automatically transfer onto the domestic sector.

Allow a realistic connection

Leave enough time for immigration, baggage, customs, terminal movement and domestic check-in. Use your airline's current minimum-connection guidance rather than an unofficial fixed number.

Overnight stop

Treat a landside overnight as an entry into PNG

If your connection requires you to leave the international transit process and stay at a hotel in Port Moresby, you need permission to enter Papua New Guinea. For a transit wait beyond seven hours, ICA recommends a visitor visa online.

Do not rely on an old statement that there is “no airside transit hotel” as the legal basis for the visa requirement. The stronger rule is ICA's own seven-hour threshold together with whether you must actually pass immigration and enter the country.

Pre-travel documents

Prepare documents based on whether you will enter PNG

A transit passenger who remains airside under the seven-hour rule and a traveller clearing immigration for an overnight stay do not have the same document needs.

PNG Digital Arrival Card

PNGDAC timing is based on arrival, not departure

ICA says the PNG Digital Arrival Card can be submitted online up to 72 hours before arrival. A 6 August 2026 directive also requires travellers to complete the PNGDAC before a boarding pass is issued for travel into Papua New Guinea.

Separate from the visa

PNGDAC is an arrival/declaration process. It does not replace a visa when a visa is required.

Keep confirmation accessible

Save the confirmation with the passport and travel documents for airline and border processing.

Do not say “72 hours before departure.” ICA's wording is up to 72 hours before arrival.

Passport validity

If you are entering PNG, use the six-month entry rule

ICA's current visa information says passports should be valid for at least six months from the intended date of travel/entry into Papua New Guinea.

For a purely airside transit where no visa is required, your airline and destination-country rules still apply. Do not assume PNG's visa exemption removes the passport-validity requirements of your final destination or transit carrier.

Visa evidence

If you need a visitor visa for a long or overnight transit, keep the approval available in a form you can access during check-in. An offline digital copy and a clear printed backup are sensible travel preparation.

Your checked bag can determine whether a “simple transit” stays simple

Same-ticket connection

Ask whether the airline can tag the bag through and issue the onward boarding pass. A protected connection can be operationally simpler than two unrelated tickets.

Separate tickets

If the next carrier requires landside check-in or baggage re-collection, you may need to enter PNG even when the scheduled layover itself is short.

Domestic sector

Expect an immigration and customs process before continuing onto a PNG domestic flight. Confirm baggage re-check procedures with the operating airline.

Leaving the airport

Pre-arrange transport for a landside stop

If a long transit requires an overnight stay or you choose to leave the airport, organise transport before arrival. For a short stop, the goal should be a simple airport-to-hotel-to-airport movement rather than an improvised city transfer with baggage.

Use reputable hotel transfers or a transport provider you can identify in advance, keep your onward-flight timing visible, and build enough margin to return through airport security and check-in.

Do not publish a universal “never use PMVs or taxis” rule as immigration law. Transport risk is a travel-safety issue, not a visa condition. Use current destination safety advice and reputable transport arrangements.
