Step 1
ICA states that everyone travelling to Papua New Guinea must hold a visa, but some eligible travellers may receive that visa on arrival rather than obtaining it in advance.
If your passport or travel purpose is not eligible for Visa on Arrival, you must obtain the appropriate visa before travelling to Papua New Guinea.
ICA currently lists a defined set of eligible countries and territories. Some countries are eligible only for particular passport types.
Eligibility is not only about nationality. The reason for travel must also fit the visa route you are using.
Visa on Arrival
ICA currently lists countries including Canada, Fiji, Indonesia, Japan, Singapore, Solomon Islands, the United Kingdom and others for Visa on Arrival, with special passport-type rules for some nationalities.
ICA also expressly notes that mainland New Zealand, France and the United States are not currently eligible for VOA even though some associated territories appear on the list.
Step 2
The application system is organised by visa class. A tourism trip, short-term business visit, paid employment and specialist activity are not interchangeable.

ICA's eVisa pages show the documents required for each visa product. Do not assume every visitor or business applicant uploads the same checklist.
File preparation
Use clean scans or photographs with the full document visible. Avoid glare, cropped passport edges and unreadable small text.
Current public ICA material does not establish universal 500 KB / 2 MB upload caps or a rule that file names may not contain spaces or dashes. Follow any restrictions shown by the live upload field instead.
Step 4
ICA's MICA system is used for fee payment, payment history and support, while the eVisa system handles visa-class selection and application processing.
ICA sends account, payment and visa-decision communications electronically. Check the address before continuing.
Copy the name, nationality, passport number and dates from the passport biodata page and use the field structure provided by the portal.
Arrival dates, accommodation details, sponsor information and purpose of visit should agree with the supporting evidence.
Step 5
Match each file to the document type requested by the application.
Do not navigate away while the file is still transferring.
Check the file name or upload indicator before moving to the next document.
Open the final files and check that they belong to the correct applicant and are readable.
Step 6
PNG visa fees depend on the visa class. Some classes have a zero Migration Service Fee but still attract an online lodgement charge.

Payment workflow
ICA's current MICA guidance says card details are handled through its certified third-party payment provider. Users can later review payment history and download receipts through the account.
Make sure the fee product belongs to the correct visa application before checkout.
Use a stable connection and avoid repeated clicks while the transaction is processing.
Download the receipt and keep any transaction or payment reference generated for the application.
Browser and technical advice
Current ICA public guidance does not state that Safari is unsupported or that applicants must use only Chrome or Firefox. It also does not publish a universal five- or ten-minute payment timeout.
Practical advice is to use a current browser, reliable internet connection and a device where you can review documents and payment details comfortably.
Step 7
ICA's eVisa workflow says that once the required fee is paid, the application is automatically submitted.
Entry-permit timing
ICA's Entry and Re-entry Requirements state that an Entry Permit holder must enter Papua New Guinea within six months of the permit being issued. If that period passes without entry, the permit becomes invalid and a further application may be required.
That timing rule is separate from the permitted length of stay after arrival. For example, the Easy Visitor Permit classes have their own stay and single-entry conditions.
Easy Visitor Permit
ICA currently describes the Easy Visitor Permit (30 Day) as a single-entry permit allowing a 30-day stay from arrival. A 60-day class is also available to eligible passports and has different extension conditions.
